A digestible definition of Communications Planning?

I came across something rare this week in a Campaign article: a digestible definition of comms planning. Most definitions I’ve come across have been turgid and painful, but Ian Darby put it very nicely in his penultimate paragraph:

On the whole, though, COI deserves continued praise for making the creative and media worlds work together while realising that advertising is not always the solution.

[The COI is the UK government’s Central Office of Information, the biggest advertiser in the country I believe]

I don’t think Darby was intending to define Comms Planning. But I defy anybody to define it more succinctly.
